The Franklin Municipal Planning Commission on Thursday approved a city‑sponsored amendment to Envision Franklin that updates the urban growth boundary and assigns design concepts to parcels newly added or removed in the county’s 2024 UGB update.
City staff told the commission the county growth‑plan update, completed in late 2024, expanded Franklin’s area in the Goose Creek Basin and removed territory elsewhere; staff’s amendment updates all plan maps and appendix materials to reflect those changes and recommends approval. Staff said the update also extends the conservation design concept where floodplains and steep slopes occur and adds corridor setback special considerations for added parcels in the Goose Creek Basin to require enhanced landscaping and setbacks as new development occurs.
Staff added that mailers were sent to impacted property owners and that open office hours were held on April 25, 2025, to receive public input. The commission voted to recommend the amendment to the board of mayor and aldermen.
The change updates policy maps and does not itself authorize annexation, rezoning or construction. Any future development of newly added parcels will still require the usual technical and permitting reviews, including traffic, stormwater and utilities engineering.
