Gwynne Farms Phase 4 plats discussed; final plat for Section 1 postponed pending preliminary-plats alignment

Smyrna — The Planning Commission reviewed multiple plat submissions for the Gwynne Farms development on July 1, including a preliminary plat for Phase 4 and a final plat for Phase 4 Section 1. Commissioners postponed consideration of the final plat pending approval of the revised preliminary plat.

Kevin, planning staff, told the commission the preliminary plat covers about 36.4 acres and 153 lots and that the developer addressed several staff comments. Staff flagged that property-assessor maps show a cemetery on or adjacent to the site; the developer must clarify the cemetery’s location and how it will be protected or documented before final plat approval. Kevin said a geotechnical or survey review will determine exact placement and any requirements.

The commission had earlier postponed the final plat for Gwynne Farms Phase 4 Section 1 to roll it with the revised preliminary plat so the final plat matches the updated preliminary layout. For the final plat section presented, staff listed routine outstanding items (signatures, an easement for a force main) that must be completed before recordation.

Commissioners and staff noted that the overall number of lots in the PRD has not changed substantially, although some lot locations and roadway alignments moved since earlier approvals. Staff also discussed required dedications and the need to coordinate future road-widening and infrastructure work with other phases of development.

The commission voted to postpone final-plat action until the revised preliminary plat was considered; staff will continue to work with the developer to resolve cemetery mapping, easement and signature items before bringing a recordable final plat back to the commission.
