Sandra Sullivan of South Patrick Shores used the meeting's public‑comment period on July 3 to urge the Brevard County Board of County Commissioners to pursue ballot referendums raising local sales surtax to fund fire and EMS services, sewer upgrades and stormwater infrastructure.
Sullivan said prior fee/assessment efforts had failed to keep pace with cost growth and said a sales surtax would spread the cost to visitors as well as residents. "The idea brought forth by [firefighter] Daco is absolutely brilliant, and that is a half cent or 1¢ sales tax," she said, noting the county's tourism growth and saying "we have 24 new hotels coming online." She recommended one referendum for infrastructure (a half cent for transportation and a half cent for sewer/stormwater) and a second half‑cent or full‑cent referendum dedicated to fire and EMS funding.
Sullivan also referenced past assessments, saying, "Here we are, you know, with even more growth, and we're doing a 37% increase," and told commissioners that relying on short‑term contract measures is a "band aid" that will not solve long-term needs. She pointed to constraints on septic expansion and sewer needs and said local funding decisions should happen sooner rather than later. Sullivan said she discussed the proposal with Tim Bobanek and urged the board not to delay to 2026.
No formal board action, discussion or vote on surtax referendums occurred during the meeting; the remarks were offered as public comment and were not placed on the agenda. Commissioners did not respond with motions to schedule referendums during the session, and staff did not present a related ordinance or resolution at the meeting.
