Smyrna — The Planning Commission on July 1 approved annexation of roughly 70 acres proposed by Hollingshead Land LLC, zoning most of the land I-3 heavy industrial and designating small frontage areas C-2 commercial, and advanced a site plan for an SRM gas station at the Cornerstone site with outstanding design-review and utility conditions.
Planning staff said the annexation covers several parcels east of Hickory Grove Road and that the land use plan for the West Jefferson Pike corridor supports hospitality, retail, high-density residential and industrial warehousing uses in that gateway area. The commission’s staff recommended approval with the plan of services included.
Kevin, planning staff, described the map showing two parcels proposed for C-2 at the interstate frontage and the rest in orange showing I-3 heavy industrial. He noted the area includes existing SRM facilities and quarries, and recommended annexing an older 674-foot stretch of right-of-way currently used as access to a quarry.
The commission then took up an SRM site plan for a convenience store and fuel station at the Cornerstone property. Staff noted the proposed building would be about 11,940 square feet (8,028 square feet of retail/restaurant and a 3,912-square-foot convenience store), 24 regular fuel pumps and a separate 4-pump diesel canopy. The plan shows approximately 124 parking spaces and landscaping that exceeds the minimum required; staff asked the applicant to submit a landscape schedule and dumpster-elevation drawings to meet design-review standards. Staff also flagged that building sprinkling and occupancy details will be required at the building-permit stage.
Commissioners discussed visibility and how the industrial zoning sits between two quarries. A motion to approve the annexation and zoning, including plan of services, passed by voice vote. The SRM site plan was recommended by staff with the designer-review and permitting conditions to be addressed before building permits are issued.
The annexation and the SRM site plan will proceed to subsequent administrative reviews and, where required, to the Town Council for final approvals or for building permits.
