Council approves Innovation & Technology project list, new website and cybersecurity subscriptions

The Imperial City Council approved the Innovation & Technology department's fiscal-year project outline and recurring-fee authorizations on July 2, funding a mix of capital replacements, software subscriptions and new services including a new city website and an agenda-management system.
Alex Estrada, presenting the department plan, said the package covers items intended to modernize city operations and improve service reliability: a new agenda-management system, a city website redesigned for ADA Title II compliance, a workstation refresh to support migration to Windows 11, a server replacement, a new network video recorder for city facilities, purchase of address and routing data for GIS, and additional licenses for the asset-management system. "We are going to implement a new city website that needs to be in compliance with ADA title 2 by, early 20 27," Estrada said.
Estrada also described ongoing enterprise projects. The ERP implementation remains in progress and is expected to conclude in late 2026; GIS enterprise and asset-management system (AMS) implementations were reported at roughly 85% complete. The department proposed adding 10 AMS licenses and equipment for field data collection, and asked for $25,004 as contingency for replacement parts or emergency purchases.
Cybersecurity work was highlighted: staff said they are coordinating with the Cybersecurity and Infrastructure Security Agency (CISA) after notification of a potential vulnerability affecting a water-base station, and plan to replace that unit and upgrade the water plant's 900 MHz wireless SCADA network. Estrada said the budget request includes recurring subscriptions the city manager can authorize before July, such as cybersecurity-management software.
Council members asked whether the city could provide a public-facing project map from GIS to show current projects; Estrada said the GIS enterprise could be configured to show projects publicly or via restricted access depending on permissions. A motion to approve the department's project list and recurring fees carried 5-0.
