Page County supervisors on July 2 approved a 28E intergovernmental agreement and a companion resolution to join a Competitive Highway Bridge Bundle grant application and heard an update from County Engineer JD King on road maintenance and a near-term bridge opening.
The 28E agreement and Resolution 27-20-25 were approved by voice vote without recorded individual roll-call; the board chair stated “All in favor? Aye. Motion approved,” after motions were made and seconded. The documents were then made available for signatures.
“The 28E is about 30 pages long — it’s routine,” King said, referring to an intergovernmental agreement required for the joint grant application. The agreement ties Page County and partner agencies into the CHBB grant process for work on the Newark/Neely Ranch area of Redwood Avenue (project references in the meeting), the engineer said.
King reported local maintenance work underway: crews ran blades on shoulders, completed an initial narrow pass and planned a second, wider pass to firm soft spots where water has been ponding. He said workers will smooth rock on recently finished “perler” jobs and that dust-control vendors applied treatments in Heffron with a second application planned for next week.
King also described equipment issues affecting the county fleet: ongoing exhaust-regeneration problems with unit 40, and the county is awaiting the return to service of unit 41 before removing and diagnosing unit 40. He said fuel pumps were reported shipped on June 25 but the county had not received full shipping details. He added that unit 42 had been picked up and returned from RDO in Omaha.
On the bridge project north of Essex, King said he and county staff walked the bridge punch list with the contractor; guardrail installation is scheduled later this week, followed by dirt work. “We continue to talk about opening the bridge North Of Essex in mid July. Weather dependent,” King said. He noted dirt work cannot be finished during rainy conditions and that final timing depends on the contractor’s ability to complete erosion control and grading.
The board approved the grant-related 28E agreement and Resolution 27-20-25 by motion; the chair indicated the documents will be signed. The meeting record does not show individual vote tallies, movers, or seconders by name.
The county also deferred approval of claims until the auditor and treasurer complete final checks; the board agreed to approve claims at a future meeting once staff confirm accuracy.
