City approves $71,000 change order to redesign Sierra Bravo lift station driveway and stormwater

The Temple Terrace City Council on July 1 approved a change order to the Metzger Willard design contract for the Sierra Bravo master lift station, increasing the purchase order to approximately $317,000.
City Engineer Brian McCarthy explained staff requested a design option with a wider driveway and larger parking apron to accommodate large maintenance vehicles. "This new option adds approximately 2,000, square feet of impervious area. So this additional cost for the, stormwater improvements to design and permit this increased is approximately $71,000 from Metzger Willard for a new total purchase order amount of $317,000," McCarthy said.
McCarthy said the original September 2024 design contract for about $246,000 anticipated that new impervious area would trigger additional stormwater improvements and that the change order covers design and permitting for those improvements. Council members asked whether permeable surfaces could limit stormwater impacts; McCarthy recommended conventional pavements for the heavy equipment the utilities department will use.
Vice Mayor Schuster asked whether equipment changes were included; McCarthy said equipment (generator and pumps) were part of the station work but the change order focused on stormwater and site circulation. The council voted to approve the change order; the clerk recorded the motion as unanimous.
The project site is near 7403 Harney Road outside the city limits, adjacent to the Hillsborough River and the bypass canal. McCarthy said the lift station site constraints prompted the design change to improve vehicle access and staging.
