Mentor City Council adopted an ordinance on July 1 approving and filing the city’s tax budget for the fiscal year beginning Jan. 1, 2026, and declared an emergency to submit the document to the county auditor.
City staff described the tax budget as the first phase of the annual budgeting process: a required submission to the budget commission that outlines anticipated revenues and how the city intends to spend them. The city’s new finance director, Matt Roganchuk, was introduced to council and the public during the discussion. Roganchuk said the tax budget is an early-stage document and that the city’s final fiscal-year budget will differ from this preliminary submission as the budget process continues.
No members of the public spoke in favor or opposition during the statutorily noticed public hearing on the tax budget. Council members moved to adopt the ordinance and approved it by roll call. Staff noted the tax budget is a starting point for the formal budget that will be developed through later meetings and departmental submissions.
