Mentor City Council voted July 1 to extend a temporary moratorium on the establishment of new and the expansion of existing vape stores and head shops in all city zoning districts through Dec. 31, 2025.
The ordinance (No. 25-060) continues an interim prohibition enacted earlier amid concern about products being sold in some retail outlets and questions about age verification and product safety. At the meeting staff noted the General Assembly is considering legislation that would change how certain intoxicating hemp products are regulated — specifically, proposals to require some delta-9 THC products to be sold only through regulated dispensaries rather than general retail outlets.
Council said the extension is intended as an interim measure while state lawmakers consider legislation that could alter local options and the regulatory framework for THC-containing hemp products. Council members voted to adopt the ordinance by roll call. The city said it will monitor developments at the state level and update local policy when the state’s regulatory approach becomes clear.
