Will County committee reviews state budget, transit prospects and state agenda timeline

Will County’s Legislative Committee on July 1 heard a state legislative update covering the signed Illinois budget, transit funding prospects and the timeline for finalizing the county’s state agenda.
"The governor did sign the budget that was passed into law," Matt, a staff member, told the committee, and noted the budget includes "local health protection grants at 25,000,000." He said state-level conversations on transit and energy were expected to resume after the summer holiday and that a special session on transit remained possible but was not certain.
Matt described procedural hurdles for any large transit funding measure this year, saying some bills would require a supermajority vote if they carried an immediate effective date. "If they tried in veto, they would need 71 votes," he said, and added that it was considered more likely the legislature would address transit with a simple-majority threshold after January when the calendar resets.
Committee member Kelly Hickey asked whether transit legislation could be considered during a veto session; Matt said it could if the legislature and governor agreed, but noted the supermajority requirement makes that route challenging. Committee members also asked about a request for information on the Peotone Airport Request for Proposals; Matt said he was "not aware of anything in that regard." On energy and solar siting, Matt said he had "not heard at any point that there was in any way a rollback" of prior legislation that reduced county authority and did not expect that authority to be restored in upcoming omnibus energy bills.
Committee members discussed changing the format and timing of the county’s state legislative agenda so lobbyists have enough time to find sponsors and draft legislation. Matt and Anne encouraged the committee to complete the agenda earlier in the fall — preferably by early November — to allow staff time to engage with legislators and draft sponsors. The chair asked committee members and county staff to send suggested formatting changes and priority items to committee staff.
No executive session was requested, and the meeting concluded after routine adjournment motions.
