Council approves multiple road contracts, change order and OPWC grants for resurfacing projects

Mentor City Council approved several measures on July 1 to move forward with city road work this year, awarding construction contracts and authorizing a change order for a concrete repair program.
Council approved Ordinance No. 25-064 awarding the Cannon Ridge Drive concrete reconstruction contract to TC Construction Company Inc., which submitted the low bid of $176,505. The project covers concrete removal and replacement from Hoos Road to Brays Manor Drive; the engineer’s opinion of probable cost was $210,000. The project and Hoos Road resurfacing were awarded $300,000 in Ohio Public Works Commission (OPWC) funding to cover up to 45% of project costs.
Ordinance No. 25-065 awarded the Hoos Road resurfacing contract to Phillips Paving LLC for a low bid of $374,400; the engineer’s estimate had been $415,000. Council noted the same OPWC assistance will apply to this work.
Separately, Council authorized a change order to the city’s 2025 concrete road repair contract with TC Construction not to exceed $90,000 to add concrete pavement and storm-sewer catch-basin rehabilitation on Brandywine Drive. Engineering staff described the Brandywine work as approximately 815 square yards of concrete removal and replacement (about 40 slabs) and rehabilitation of five catch basins. The current contract amount for TC Construction was listed at $950,350; the recommended change order would be executed under existing contract pricing.
Council also heard that bids for another resurfacing project, Mercantile Drive, are under review by staff. City engineering staff told council that roughly 40–45% of the three road projects (Hoos and Cannon Ridge among them) will be funded with OPWC dollars and that the remainder will be covered by city project funds and related advances.
All three actions were approved by roll call at the July 1 meeting. City staff said the projects have scheduled final completion dates in October 2025 and that engineering will monitor contractor work and any roadway damage resulting from related harbor/marina hauling operations this summer.
Funding notes: the city said OPWC will reimburse up to 45% of eligible costs for the combined projects and that the city is advancing funds in project accounts to maintain positive cash balances while construction proceeds.
