Westfield park board approves $846,750 agreement for Park Street streetscape and plaza

The agreement, approved by a roll-call vote of Julia Grimmer, Mike Hall and Curtis Baumgartner, authorizes the parks director to execute the contract once legal counsel reviews it. The board also delegated to the director authority to approve contract amendments up to the city purchasing authority with a requirement to report any such amendments at a subsequent board meeting.
Chris, the parks director, told the board the agreement covers construction documentation for the Park Street streetscape and a plaza that will sit between two commercial buildings and link the streetscape back to the Midland Trail corridor. "The agreement before you tonight for approval is an agreement between the city and Rundell Ernstberger and Associates for the construction documentation for the Park Street streetscape as well as the Park and Poplar Plaza," he said.
Chris said the project has completed schematic design with REA in cooperation with the Economic Development Department and that the parks department and economic development have worked together on the plan. He said the goal is to begin construction by mid to late 2026.
Board discussion clarified how the work will be funded. "Half of the park district bonds will pay for the construction of the streetscape," Chris said, and park impact fees generated from a new mixed-use residential unit south of the Midland Trail will be used for the plaza. He added the dollars for the agreement are coming from park impact fee funds already gathered in the department's park impact fee line item.
Curtis Baumgartner moved the professional services agreement for $846,750 and asked that the director be authorized, in conjunction with legal counsel, to execute the contract. The motion passed on a roll-call vote with Grimmer, Hall and Baumgartner voting yes. Curtis Baumgartner later moved that the board delegate to the director authority to approve contract amendments up to the board's purchasing authority in accordance with applicable Indiana law and to report back to the board; that motion also passed on a roll-call vote.
Janelle Fairman, director of economic development, was identified by staff as participating in the project team; Chris said parks staff will have a seat at the design table to guide final design elements.
No alternative funding sources, project contingencies, or bid results were presented at the meeting. The board did not set a construction start date beyond the staff estimate of mid to late 2026.
