Staff said the revised policy eliminates a previously allowed delay of sidewalk construction deposit options and instead sets out three payment choices for property owners: lump‑sum payment, structured payment plan, or placing the cost on the property tax bill as an assessment. The policy reiterates that if the owner chooses the village‑approved contractor the village will pay 50% of eligible repair or replacement costs; if an owner chooses a different contractor the owner bears full cost and responsibility for meeting village and DOT specifications.
The updated draft also incorporates Wisconsin DOT sidewalk specifications and includes an administrative process for inspection and enforcement. Trustees said the text is intended to mirror practices in nearby municipalities and to make the enforcement timeline and technical standards clearer to property owners. The measure passed on a unanimous vote.
