Board rezones two village outlots to Parks and Recreation after residents raise conservancy concerns
Summary
The board rezoned Out Lot 6 (Scenic Valley) and Out Lot 1 (Cedar Hill) from Conservancy to Parks and Recreation to reflect existing park uses and to allow active outdoor recreation; nearby residents expressed concern about loss of conservancy protections and about existing wellhouse and grass restoration issues.

The Village of Cross Plains Board of Trustees voted June 23 to rezone Out Lot 6 in the Scenic Valley subdivision and Out Lot 1 in Cedar Hill from Conservancy to Parks and Recreation.
Staff explained the change is largely a cleanup: Conservancy zoning restricts active outdoor recreation and would not readily allow playgrounds, pump‑tracks or other park features. The lots in question already contain park improvements and a well servicing the area; rezoning them to Parks and Recreation clarified the village’s ability to manage and improve the properties for recreational use.
Multiple residents who live adjacent to the Cedar Hill lot addressed the board in public hearing and said they preferred the more protective conservancy designation for the back triangle behind their yards. A resident asked the village to repair grass and minor landscaping that was disturbed when a well house was installed; staff and trustees said they would coordinate additional efforts to restore turf and study boundary clarification options such as a certified survey map if needed.
Trustees said the parks team will continue to solicit neighborhood input before installing higher‑activity features such as courts or pump tracks. The rezones passed on a unanimous vote.
Why it matters: the change makes active park uses administratively permissible where the village already makes use of the land, but neighbors will watch for proposed improvements and asked staff to ensure clear boundaries and lawn restoration.
Next steps: staff will record the rezones, coordinate targeted turf restoration on the Cedar Hill lot, and continue neighborhood outreach on any future active‑use improvements.
