Lucas County commissioners on June 2 approved the county’s acceptance of Workforce Innovation and Opportunity Act (WIOA) subgrant funding from the state and authorized multi-year contracts with Harbor to operate the county’s one-stop workforce services.
Chad Olsen, director of Workforce Development, told the board the county is the only Ohio county that saw an increase over fiscal year 2025 and that the estimated award for the combined funds is $3,966,168. Olsen asked for approval to accept the state subgrant and participate in CCMEP (Comprehensive Case Management and Employment Program) youth services. Commissioner Lopez moved the motion; Commissioners Gerken and Cabecki voted yes.
The board also approved a one-stop operator services agreement with Harbor for a two-year period (July 1, 2025–June 30, 2027) at $650,000 per fiscal year ($1,300,000 total) with possible 1-year renewal options. Angela (last name not specified in the record) presented that Harbor was the sole responsive bidder to the solicitation. Commissioners also authorized exercising the first of three one-year renewal options with Harbor to provide adult and dislocated worker career services for fiscal year 2026.
Commissioners asked no substantive questions during the presentation. The approved actions designate the county as fiscal agent for WIOA funds and formalize Harbor’s role as the one-stop operator and service provider for the program period beginning July 1.
