Lucas County to contract with Hospital Council of Northwest Ohio to spend remaining $122,000 in emergency rental assistance

The Lucas County Board of Commissioners on July 1 authorized the county to enter into an agreement with the Hospital Council of Northwest Ohio to support rental assistance and housing‑stability services using the remaining $122,000 of the county’s 2021 Emergency Rental Assistance (ERA) allocation. The county must spend these funds by Sept. 30, 2025, under program rules.
Jessica Bupard, presenting for Administration, said the Hospital Council remains one of the few local organizations with an operational process able to expend the funds in the remaining timeframe. “This is the remaining $122,000 of our emergency rental assistance money that we got in 2021. So, this money has to be spent by September thirtieth of 2025 of this year,” Bupard said. She also said the Hospital Council has been in talks with LMH to partner on deploying funds to support apartments the county funded with ARPA dollars.
Commissioners approved the agreement by roll call (Cabecki, Gerken and Lopez voting yes). Staff said the Hospital Council will work with county partners to allocate the remaining ERA funds before the program deadline.
