Wheeling receives $521,000 congressional earmark for Elm Run stormwater engineering; city to match $174,000

City Manager Mr. Heron briefed the Wheeling City Council on July 1 about congressional funding for the Elm Run stormwater management project and the Army Corps of Engineers' role.
Mr. Heron said the project received a congressionally directed spending allocation (earmark) of $521,000 to conduct engineering for the Elm Run Stormwater Management Project area, and that the total engineering cost is $695,000. He said the city match is $174,000. “That project is 33% complete on design,” he reported.
Mr. Heron said the Army Corps of Engineers is managing the procurement and overseeing the engineering firm; the corps will produce an engineering product that would be presented to city council for consideration of a construction project that aims to address flooding in the Elm Run watershed that extends into Ohio County.
He stressed the city is not running the project; the Army Corps is. Mr. Heron also noted that the Elm Run work is connected to longer-term stormwater management planning and that design progress continues despite the slow pace.
Next steps: Staff will present the Army Corps’ completed engineering product to council for review and potential action on construction and funding. The council did not take formal action on construction at the July 1 meeting.
