The Lucas County Board of Commissioners voted July 1 to approve a resolution declaring it necessary to renew a 1.8‑mill tax levy to support children’s services and to request the county auditor make certifications under sections 5705.03 and 5705.24 of the Revised Code.
The resolution is the formal first step in the two‑step process required to place a levy renewal before voters. Tom Susser, chair of the Citizens Levy Review Committee, told commissioners the request is the same renewal the committee recommended last year but that filing complications required the county and Lucas County Children’s Services to resubmit the measure for this year. “Without taxpayer support, the most vulnerable population, our children will be the victims of any shortfall in funds,” Susser said, and the committee recommended placing the 1.8‑mill renewal on the November ballot.
Susser read the committee’s executive summary and listed committee members who reviewed the submittal. Administrator Ford accepted the committee’s recommendation during the presentation. The board then considered a resolution presented under item 2 on the agenda declaring it necessary to renew the existing 1.8 mill levy for the purpose of support of children’s services and requesting the county auditor to make the statutory certifications. The clerk called the roll; Commissioners Cabecki, Gerken and Lopez voted yes and the resolution passed.
The resolution asks the county auditor to make the certifications required by sections 5705.03 and 5705.24 of the Revised Code, which begins the formal process toward placing the renewal before voters. The board did not adopt a separate final levy rate decision beyond the 1.8‑mill renewal the review committee recommended.
Commissioners and the review committee emphasized the levy’s intended role in maintaining services for children, and Susser noted the committee’s two decades of reviews that aim to increase transparency for ballot measures. The county will proceed with the auditor certifications and any subsequent ballot steps required by law.
