John, the borough manager, told council that the Department of Community Development (DCD) waived a $300,000 match for the borough's multimodal project and that "they awarded us a $125,000 for that project," referring to a Community Development Block Grant (CDBG) from the county to support moving Madison Avenue into McFadden Park.
The council manager said the waiver reduces the borough's local match requirement for the multimodal work. "They waived the $300,000 match for the barrel for the project in the Long Spring for road for the multimodal," he told the meeting. He also said he would ask the council to approve applying for the state'level Main Street Matters grant, noting the program award pool has been increased to $20,000,000 across the state.
Engineer Kelly described the procurement and permitting steps that remain before work can begin. "The ROE program was awarded at the last meeting, and we did issue the notice of award to the contractor waiting on his con contract documents back for the contract to be executed," Kelly said, adding that the borough will submit the final contract to PennDOT for review. He also said pickleball court "plans and contracts will be completed next week, so I expect to have them advertised soon," and that staff are working with a grant consultant "to upgrade our multimodal PennDOT multimodal grant funds to include the additional sidewalk not in the school project."
Taken together, the manager and engineer framed the items as funding and preconstruction steps rather than final authorizations: the DCD waiver and the HUD/county CDBG award are funding developments, the ROE notice of award has been issued but the contract has not yet been executed, and PennDOT review remains a next step. The manager asked council to place the Main Street Matters application on a future agenda for formal approval and to authorize the borough's grant writer to prepare an application.
The borough said the CDBG award is intended to cover additional costs associated with relocating Madison Avenue into McFadden Park; the manager described the CDBG award as recognition by the county that additional funds were needed for that project. Delivery dates for playground equipment ordered for the park were not specified during the report.
Next steps the borough identified include returning to a regular council meeting to obtain formal approvals, receiving contractor contract documents, PennDOT review for multimodal work, and advertisement for the pickleball court contract once plans are complete.
