Palm Coast — The City Council unanimously approved a contract with Granicus LLC on July 1 to provide an agenda and meeting-management platform intended to make the city's meeting materials more accessible and streamline public workflows.
City staff said the software will help ensure agenda packets are ADA compliant, improve public video and audio access, and provide internal workflow tools. The contract is a multi-year agreement totaling roughly $303,000 over three years, staff said; the first-year cost was described as approximately $82,000 plus onboarding and one-time fees of about $40,000.
The procurement: Staff confirmed the purchase followed a formal solicitation process; the City Manager told the council the system had been advertised and evaluated under the city's normal procurement rules. At the meeting, a member of the public urged caution about contracting with foreign-owned companies and urged staff to prefer U.S.-based vendors. City staff responded that the procurement was a formal process and that required disclosures and attestation forms had been completed.
Public comment: Resident Dennis McDonald questioned the vendor's corporate ownership and whether local funds might go to foreign firms. City staff responded the procurement followed standard procedures and that Granicus was the selected bidder under the RFP.
Outcome: Resolution to approve a contract with Granicus LLC for an agenda and meeting-management platform passed unanimously.
