Johnson County Drain Board updates agendas, reviews maintenance contracting and spraying schedule

The Johnson County Drain Board on July 1 reviewed changes to its meeting agenda format required by a new state statute, and discussed maintenance contracting and spraying work that is nearing the end of its current contract.
Greg Cantwell, Johnson County surveyor, told the board that a state statute that took effect July 1 requires local governing bodies to include, in public meeting notices, the name of each board member, the appointing authority, the date of appointment and the expiration date. “This is part of a state statute that became law July 1, requiring that the governing bodies of a government entity, such as the Johnson County Drainage Board, include the name of the board member, the appointing authority, the date of appointment, and the expiration,” Cantwell said.
Cantwell also reported that county spraying for drainage maintenance began the day before the meeting but was delayed by contractor scheduling and recent rain. He said this is the final year of the current spraying contract and that the county will rebid the work in the fall. “We started spraying yesterday. It's a little bit later than we normally do... It's also the last year in our contract, so this fall, we'll have to rebid that,” Cantwell said.
The board clarified county procurement thresholds. Roger (last name not recorded) explained the quote and formal-bid thresholds: purchases above $50,000 up to $150,000 require three written quotes; purchases over $150,000 require a formal advertised bid. Cantwell noted exceptions for emergency repairs and single-source compatibility needs. “Anything above 50 and less than 150,000, you obtain 3 quotes. Anything over 150, you go through the formal advertisement for bid process,” Roger said.
Board members also noted that some routine maintenance projects have been delayed because trusted contractors are in demand and projects must be scheduled weeks after funds become available. Cantwell said the county will seek bids for larger projects in the fall for spring construction.
Looking ahead, the board flagged that the updated agenda format will make meeting notices longer and that staff should ensure compliance with the new statutory language.
