Guymon reviews 60% design for Mesa Water production well field; construction estimated near $15 million

Guymon officials and consultants reviewed the 60% design for the Mesa Water Project’s production well field at a meeting held at City Hall. Project manager Jordan Quirier of Ardura Engineers said the phase 2 package covers site work, six proposed production wells and an on-site collection pipeline; he estimated the phase 2 construction cost at "just shy of $15,000,000." Quirier also said the concurrent phase 3 package — the transmission system to deliver the pumped water back to town — is currently estimated at about $15.5 million.
The 60% design follows a confirmation test-well program completed in late 2024 and early 2025. Quirier said the program drilled seven test holes about seven miles northeast of Guymon; the consultants recommended developing six of those sites as production wells and permanently abandoning one test hole because of its location relative to stormwater drainage.
The plan set presented includes a collector pipeline within the well field that ties individual well discharge lines into a 16-inch main at the southwest corner of the site. Quirier described typical discharge piping sizes at the well sites as varying between 6-inch and 16-inch, with 8-inch discharge collectors from well houses terminating into the 16-inch collection line. He said the 16-inch main is high-density polyethylene (HDPE) and the design includes an upstream tie-in point to allow future expansion into an east well field.
Each well site is shown with a 16-by-10-foot foundation pad to receive a prefabricated fiber-reinforced-polymer (FRP) well house. Quirier said the well houses are designed to be plug-and-play units with a centered 4-foot access door, roof hatch for pump retrieval, interior pressure assemblies, check valves, backflow preventers and flow meters, and provisions for interior and exterior lighting and a transformer. He noted the design calls for reduced-voltage soft starters per the local franchise utility requirement for motors of that size.
Quirier reviewed the site electrical and communications plan: meter cabinets and medium-voltage distribution provided by the local franchise electric utility TCEC, and fiber communications to each well house provided by PTCI’s optical network terminals to support SCADA data logging and alarms. He described instrumentation for pump status, pressure and flow monitoring that will report back to the city’s SCADA system.
On operations, the design includes gravel pack screens and final pump setting within the completed wells, plus aquifer testing during final well development. The presentation described submersible pumps that would be set at depths the consultant rendered in the presentation as "between 405 hundred feet deep," a phrase that was unclear in the audio and that staff said they would clarify in the final design documents.
Quirier and the team addressed materials and supply concerns. He said the design selects large-diameter HDPE pipe and prefabricated enclosures in part because they appear readily available compared with other options, and the team is evaluating pump types (submersible versus vertical turbine) to match availability and schedule needs.
Schedule and next steps presented: the consultant team expects a 100% design delivery for phase 2 in August and a 100% design delivery for phase 3 in September, after which the city will receive signed, sealed plans for its review ahead of state review and advertisement for construction. City staff said they have had the 60% set for about a week and plan one-on-one coordination with the consultant team following the meeting.
