The Chappaqua Central School District Board of Education on July 1 elected Kaylee Huang as board president and Alyssa Dorfman as vice president and approved a slate of annual appointments and administrative designations for the 2025–26 school year.
The reorganization established district governance and operational designees for the year. The board also swore in Lisa Elsner as district clerk and approved appointments that give staff statutory and compliance authorities needed for daily operations and state reporting.
Key appointments approved by voice vote included: Kaylee Huang, president of the Board of Education; Alyssa Dorfman, vice president; Lisa Elsner, district clerk (sworn in at the meeting); Jose Guevara, school district treasurer; Josh Koloblock, deputy treasurer and property control manager; Jonathan Ross, claims auditor; Mario Martinez and Josh Koloblock as co–chief emergency officers; and the appointment of outside professional firms including PKF O'Connor Davies LLP as external auditor, Hawkins Delafield & Wood LLP as bond counsel, and Bernard P. Donegan Inc. as fiscal advisor. The board also named community members to the audit committee and appointed committee and compliance officers required by state law and district policy, including McKinney‑Vento homeless liaisons and impartial hearing officer rotational list provisions as set by the New York State Education Department.
The board approved routine fiscal designations: depositories for district funds (JPMorgan Chase; "New York class"; New York LAF; TD Bank as listed in the meeting material), petty cash accounts (generally $100 for listed buildings and offices), and a treasurer's bond in the amount of $100,000. The board also authorized district officers to manage investments consistent with district policy and designated newspapers of record for legal advertising.
Several appointments were read and adopted as single motions under the meeting’s consent and reorganization agendas; most motions passed by voice vote with the chair stating "Aye" to carry motions.
