Other public commenters raised concerns about the allocation and oversight of city contributions to community organizations. Barbara Robinson and other speakers asked why the North Highland Memorial Community Center had not received a promised sign and questioned whether groups must supply receipts for past expenditures; city staff said financial documentation requirements are applied consistently and that certain city funds cannot be used for building repairs.
Library funding also drew questions. The mayor said the library board had requested $100,000 for preliminary plans; several speakers urged caution and asked for more detail, including a site and financial reports, before awarding large sums.
Council response and next steps: Councilors and staff repeatedly told speakers that public comment is not a dialogue but recorded information for the council’s consideration. The mayor and staff said they would follow up on specific requests (for example, the sign and paperwork) and directed residents to submit documentation when requested.
