Fruita authorizes staff to begin annexation process for jointly owned parcel at 16th and L

The Fruita City Council approved Resolution 2025-27, authorizing the city manager or assistant city manager to sign documents needed to pursue annexation of a jointly owned property near the intersection of 16th Street and L Road.
Assistant City Manager Dan Carris explained the school district requested the annexation because the district had experienced challenges obtaining a county conditional-use permit for a project on the site. "I think it benefits them to annex that land into the city and then be subject to our land use requirements," Carris said. He added that the authorization allows staff to begin the internal annexation process; any formal zoning or land-use petitions would later come before the council for consideration.
Carris said there were no immediate tax implications from starting the annexation process and that the only expected expense would be minimal staff time to process any notices or reporting requirements. Council members confirmed the property corner was in the northeast/southeast quadrant near 16th and L during the discussion.
The council approved the authorization as part of the consent agenda; the motion passed 5-0.
Next steps: Staff will prepare the formal annexation petition, notices and any supporting documents and bring required land-use matters before the council as separate items for public hearing and action.
