Casper City Council on July 1 approved the transfer of retail liquor license number 24 from Sunset Operations LLC (Alibi Bar) to Homex Oil Sales Inc., doing business as Homex No. 3, for a new location at 519 South Poplar Street. The motion was moved by Councilor Sweeney, seconded by Councilor Jensen, and passed with Councilor Pollock abstaining.
Jessica Homer, representing Homex Oil, told the council the company is under construction and expects to open the new store in September. Homer described the operation as primarily off‑premise retail and said the store layout reserves about 800 square feet for the liquor retail area within a roughly 4,700‑square‑foot building. She said tastings would be occasional and vendor‑led, not an on‑site bar, and that the business enforces a 21‑and‑up policy for any alcohol‑access areas.
Homer said Homex has experience operating licensed retail locations and described the new building’s brick facade as complementary to the nearby Old Yellowstone district. The council heard no opposition during the public hearing.
City staff indicated the license will be inactive until the business opens. Homex and city staff will complete required inspections and final licensing steps before operations begin.
