The Board of Commissioners approved a rezoning from C-2 to C-3 and related variances for property identified as Tax Map 078C Parcels 160A and 161 on July 1, 2025, to permit a contractor's office with outside storage.
Planning staff explained the property had historically included a contractor’s office and outside storage before current code classifications and that the new owner intends to use the site for contractor operations. Staff said the owner selected C-3 zoning so the proposed use would come into compliance with current regulations.
The variance request included reducing a 30-foot rear building setback to 10 feet for an existing structure and reducing buffer requirements along the perimeter of the storage area per the submitted concept plan. Staff said the adjacent parcel to the south is CSX Railroad and the northern property line shares a driveway with C-2 property; the applicant proposes a chain-link fence with slats and slatted gates and will remove some awnings to meet setback requirements. Staff recommended approval subject to the conditions in the 06/19/2025 planning commission report.
Commissioners moved, seconded and approved both the rezoning and the variance by voice vote.
Why it matters: The approvals permit a contractor office with outside storage at the site; reduced setbacks and buffer changes will alter the immediate property edge and require mitigation measures such as fencing and landscaping stated in the planning report.
