Riverton approves new franchise agreement with Charter/Spectrum

The Riverton City Council voted July 1 to adopt Ordinance 25006 granting a nonexclusive cable franchise to Spectrum Pacific West LLC, an indirect subsidiary of Charter Communications. The ordinance passed on second reading.
City staff said the city's existing franchise expired in July 2025 and that negotiations produced an updated agreement consistent with the Federal Cable Communications Policy Act of 1984. Staff noted the negotiated terms included two public, educational and government (PEG) channels, with one channel to be provided in high definition.
City Administrator Butterfield recommended adoption; Charter representative Mike Morris attended and answered council questions. Councilwoman Karen Johnson asked whether Charter planned a local office; Morris said Spectrum is not planning a staffed local office and that customer service is handled through company customer-service channels in compliance with applicable rules.
The motion to adopt the ordinance on second reading was made by Councilman Mike Bailey and seconded by Councilman Kyle Larson. The council approved the ordinance by unanimous voice vote.
