Economic Development Director Emilio presented a draft FY26 budget framework and led a workshop-style discussion on program priorities and projected spending.
Emilio said revenue is trending toward about $900,000 for the year and outlined proposed operating changes: a $12,000 increase for website development and an available-properties viewer, a $6,000 increase for dues and memberships, higher legal fees to cover more frequent counsel, allocated funds for industrial-park maintenance and engineering for Hangar L, and a proposal to cap EDC participation in city facility and park projects at about $75,000 for the year.
Why it matters: The draft budget sets priorities that will direct how the EDC markets the target industries adopted at the meeting and how much it will reserve for projects and incentives. Staff said funds for a retail consultant and site-location partners were reallocated into professional services so recruitment work continues.
Board members discussed timing and process. The board agreed to hold a special budget workshop to meet the city's fiscal calendar; staff proposed a late-July meeting. Participants agreed on a meeting described in the transcript as "20 first, 06:00" to fit the city manager's deadline for filing the proposed budget.
No formal budget adoption occurred at the meeting. Staff said updated exhibits and a final proposed budget will be circulated before the next workshop and that public hearings and formal adoption will follow the city's calendar.
Next steps: Staff will finalize exhibits, present a revised draft at the scheduled special workshop and prepare required public notices and hearings under the city's budget calendar.
