Riverton approves FAA grants for airport apron rehabilitation and terminal parking lot

Riverton City Council on July 1 approved two resolutions seeking federal and state Airport Improvement Program (AIP) funds to complete two airport projects: rehabilitation of the north general-aviation apron and repair of the terminal parking lot and approach.
Public Works staff told the council the apron project will remove and replace about 3 inches of asphalt across roughly 29,000 square yards (about five acres) and that the FAA grant and state matching funds will cover most costs; the city's match for the apron was listed at roughly $10,000. The parking-lot project was bid to Rams Horn Construction for $1,181,120; staff said the AIP application seeks roughly $455,958 in federal funds, with state and city matches of about $12,000 each already budgeted in the capital plan.
Public Works Director Toman described the apron rehabilitation as essentially rebuilding the northern portion of the apron and the adjacent taxiway: "It takes out about 3 inches of asphalt and then we'll relay back in that asphalt . . . about 29,000 square yards of asphalt, about 5 acres worth," he said. The parking lot scope includes asphalt rehabilitation and some geotextile strengthening to extend life of the surface.
City Administrator Butterfield said the grant agreements have been issued and that the projects are included in the adopted FY26 budget. Council members discussed whether a small portion of the parking-lot or approach work could be funded from the city's optional 1 percent capital fund and asked staff to prepare a breakout of roadway versus parking-lot costs for that committee to consider.
Both resolutions were adopted unanimously: Resolution 15-28 (north apron) on a motion by Councilman Kyle Larson, seconded by Councilwoman Karen Johnson; Resolution 15-29 (terminal parking lot) on a motion by Councilman Mike Bailey, seconded by Larson.
Staff said construction is underway or will proceed rapidly once federal funds are executed and that the projects aim to complete work before winter conditions where practical.
