The Open Space and Stewardship Policies Work Group spent the bulk of its July 2 meeting reviewing a draft rules‑of‑procedure document intended to clarify how the work group and the full Open Space Committee operate.
Marjorie, who prepared the draft, told members she had tried to capture established practice and charter requirements, including that the chair is the first selectman or the chair’s designee. The group reviewed items that included how unaffiliated members are appointed, the role of at‑large members on special town committees, expectations about recommended tasks (for example, involving the plan of conservation and development), and how meeting packets, minutes and records are distributed.
Members emphasized more detailed minutes. “My concern with — I like your word fulsome — I have been concerned that the minutes are not fulsome enough, especially since we have to convey from the work group ... what we are working on and how we're conducting our business to the full committee,” one member said. The group agreed that previous minutes should be reviewed at each meeting when available and that minutes should capture motions and actions taken.
The draft also covered meeting notices, recording meetings “whenever possible” for Simsbury Community Media, and hosting a public audience at all meetings. Members discussed website archiving and whether the committee should identify a list of documents (policies, inventories, property data) to make accessible to the public; they agreed to take the discussion to the full committee for staff input and feasibility. The draft will be circulated to full committee members ahead of the next meeting so the larger group can consider specific language and implementation.
No formal adoption of the draft occurred at the July 2 work group meeting; Marjorie agreed to share the draft with Tom to distribute to committee members for review before the full committee meeting.
