Port Angeles — The City Council on July 1 adopted a resolution updating the Lodging Tax Advisory Committee funding work plan and application scoring procedures to align with state requirements and clarify disbursement guidance.
Planning Supervisor Broderick told the council the LTAC reviewed and unanimously recommended the updates at public meetings on May 8 and June 12; the revised policy adds program definitions, guidance for excess reserves, and clearer application requirements and scoring criteria. Broderick said the changes are designed to provide a “balanced approach to funding of lodging tax eligible expenditures.”
Several council members raised concerns about wording in priority criteria that referenced the committee’s perspective. Council member Latricia asked whether priorities that read “from the committee’s perspective” could be replaced with data‑driven language; Broderick and staff said the application requires supporting data and that the scoring sheet is intended to standardize committee evaluations.
Council member Amy moved to adopt the resolution and to authorize the city clerk to make grammatical and formatting revisions for internal consistency; the motion was seconded and passed. Earlier, a motion to remove the phrase “committee’s perspective” from two priority items was made but failed for lack of a second.
What’s next: Staff will incorporate minor clerical edits authorized by council, publish the revised guidance and proceed with the lodging tax application cycle under the new scoring criteria.
