Rutland adopts updated purchasing and records-retention language to meet federal grant rules

The Rutland Select Board unanimously adopted two changes to municipal policies intended to make the town compliant with federal-grant requirements. The board amended the town’s purchasing policy to add a section titled “Expending Federal Award Funding” and approved a records-management and retention policy that includes a federal grants record schedule for retention periods.
Bill Sweet, town administrator, told the board an audit analyst from the state had identified gaps in the town’s policies for handling federal funds. The analyst requested specific language; staff worked with the analyst and delivered the revised text. Sweet said the updated purchasing policy adds federal-award procedures, and the records-retention policy adds minimum retention schedules for federal grant documents.
The Select Board voted to readopt the purchasing policy with the new federal-award language and to adopt the records-retention update that incorporates the federal grant schedule. Board members said the changes will streamline future federal grant administration and reduce compliance risk.
The policies will be circulated to department heads and stored with the town’s administrative records. The board instructed staff to circulate the signed policies and to track compliance when the town accepts federal grant awards.
