Carmel moves to implement rental registration ordinance, approves software contract

The City of Carmel Board of Public Works and Safety approved an add-on contract July 2: a 36-month agreement with Ptolemy (branded in the discussion as Teleme/Teleme product) for $55,000 to support the Department of Community Services’ implementation of the city’s recently adopted rental registration ordinance.
Mike Hollabaugh, director of Community Services, told the board the council adopted the ordinance in early June and gave department staff a six-month timeline to implement it. “This software agreement with Teleme really helps put us in position to implement the rental registration ordinance that the council adopted in early June, and they gave us a 6 month timeline,” Hollabaugh said. He said staff reviewed another system, Decarad (transcript: Deckard), but after demonstrations he and Kevin Cusimano felt the Teleme product was the better option; he added that a neighboring jurisdiction is already using the same platform.
The board voted to add the item to the agenda and then approved the 36-month purchase of software services for $55,000. Staff said the contract will enable the department to meet the council’s implementation timeline; the board recorded the standard motion and vote.
