The Fluvanna County Board of Supervisors voted July 2 to rezone roughly 36.187 acres along U.S. 15 from A‑1 agricultural general to I‑1 industrial limited. The parcel sits on the west side of U.S. 15 north of New Smyrna Highway in the Columbia Election District and is inside the designated crossroads community planning area and urban development area.
The parcel owner filed a voluntary proffer statement that removes certain uses from the allowed list — including flea markets, self‑storage, indoor shooting ranges, lumber yards, certain solid‑waste facilities, and utility‑scale solar — and narrowed the range of special uses. The owner also agreed to donate about one acre of land to the county by deed of gift.
County planning staff told the board the Planning Commission held a public hearing on June 10 and recommended approval, 5‑0. Technical review committee comments were limited to standard Virginia Department of Transportation entrance coordination for any future site plan.
Supervisor O’Brien moved approval; the board voted 5‑0. Planning staff said the rezoning is consistent with the county comprehensive plan’s vision for the crossroads area, which supports mixed uses including light industrial and commercial development.
