The Clay County Board of Commissioners voted July 1 to award the Comstock urban reconstruction project (SAP 14602031) to Saline Brothers Inc. after a competitive bid opening. County highway staff reported three complete bids and said the low bid, from Saline Brothers, was $4,434,546.77, below the engineer's estimate of $4,795,605.00.
The county's highway project manager said the bid opening drew substantial interest and that the schedule requires work from Highway 75 to the railroad tracks to be completed by Sept. 15 to avoid disrupting the local corn harvest; work east of the tracks may be phased into 2026. Commissioners and staff discussed phasing and estimated that the 2025 portion could amount to a few million dollars, with remaining work in 2026 if the project is split into phases.
Commissioner Mogio moved to approve the low bid contingent on no errors in the bids; the motion was seconded and passed by voice vote. County staff said they will forward an abstract and bid documentation to the Diversion Authority and other partners for budgeting and payment coordination.
The county will issue partial payments based on completed work as typical for phased construction contracts; staff said they will coordinate timing and amounts with the Diversion Authority and other stakeholders so partners can anticipate 2025 versus 2026 budget impacts.
No specific mobilization or contract start dates were announced at the meeting; staff said they would prepare contract documents and contact affected partners immediately.
