Commission adopts five-year ICIP list and prioritizes road and EMS projects

San Juan County approved Resolution No. 252613 adopting the county’s five-year Infrastructure Capital Improvement Plan (ICIP) for 2027–2031, reprioritizing County Road 3900/East Pinion Hills Blvd Phase 3 and elevating EMS Station 6 relocation on the priority list for legislative funding consideration.
The San Juan County Commission approved Resolution No. 252613 to adopt the county’s five-year Infrastructure Capital Improvement Plan (ICIP) for 2027–2031 and to nominate the top five capital projects for the governor’s funding consideration during the 2026 legislative session.
Staff said two projects that were on last year’s list — the county clerk’s expansion and an election-security upgrade and a crisis triage drop-in center — were removed because they were fully funded in the prior legislative session. Staff added McGee Park improvements and a Kirtland Walk Path extension to the proposed list after public comment, and increased the priority of County Road 3900/East Pinion Hills Blvd Phase 3 to number one to align with adjacent municipal work by the City of Farmington. EMS Station 6 relocation was elevated in priority to help sustain project momentum following the $200,000 legislative capital outlay award received this year.
Staff reported the ICIP process included public hearings on May 14 at the Lower Valley Senior Center and June 21 at the County Administration Building and additional public input via Facebook and email. After discussion, the commission moved, seconded and adopted the ICIP resolution by voice vote.
