The Spanish Fork City Council voted on July 1 to approve a memorandum of understanding between the city’s municipal network (SFCN) and the Nebo School District that formalizes a long-standing exchange: the school district will lease about 6,100 IP addresses to the city, and the city will provide fiber connections to district schools and permit use of a fiber hut on Park Elementary grounds.
Vaughn Pickel, who presented the agreement to the council, said the swap formalizes services that have existed in practice. “There’s value running back and forth between the two parties, but no dollars changing hands,” he said at the meeting. The agreement clarifies IP‑address leases and the city’s commitment to linking school sites into the municipal fiber network.
Council members approved the memorandum on a roll-call vote with no discussion about cost; staff said the MOU codifies an arrangement they had already been operating in practice and should improve network coordination between the city and the school district.
The council’s action does not create new funding obligations; it creates a formal operating framework and a mechanism to manage addresses and fiber huts used by both the city and the district.
