Council asked to establish 2025–26 comprehensive‑plan amendment docket; transportation master plan application recommended by planning commission

Senior planner Glenn Coyle asked the committee to establish by ordinance the 2025–26 annual comprehensive plan amendment docket, the first docket since the Redmond 2050 update. He said staff received one application for the docket — the Transportation Master Plan update — and that the Planning Commission concluded the application met threshold criteria and recommended including it. The commission did not recommend adding a second proposed amendment, a land‑use and concurrent zoning map amendment for the property at 690180 Eighth Ave. NE (the Redmond Flex site).

Coyle said staff could bring an ordinance to adopt the docket on Aug. 4 or the council could review the issue during the July 22 study session. Council members were split: some members requested a targeted study session or committee discussion to hear more about the Flex‑site item before deciding whether to add it to the docket; others supported moving the docket forward as proposed. Deputy Director Allen clarified that adding a proposal to the docket does not approve the proposal — it only adds it to the list for further analysis; separate hearings and planning commission recommendation would follow before any approval.

Several council members expressed interest in hearing more about the Flex‑site item; others said they were comfortable moving forward with the docket as presented. Council President Kritzert said she would likely recuse herself on matters related to that property and asked the rest of the council to handle scheduling and next steps. Staff said they will coordinate scheduling for a short study session if council leadership determines it is warranted.
