Village awards Eastern Avenue reconstruction contract to PT Farrell for $1.9457 million

Board members asked about the project budget history and scope changes. Staff described how the project’s scope had changed repeatedly, and said earlier estimates were around $2.5 million for a larger project. The board and staff explained the current award covers a reduced scope that includes box culverts (which are being fabricated and have a manufacture lead time staff estimated at about six weeks), resurfacing, shoulder work and reshaping ditch lines rather than installing curb and gutter.
Staff said the work is a total reconstruction in places because the existing pavement lacks a proper base layer; contractors will perform soil borings and include contingency pay items in the contract for potential “what-if” conditions. Staff emphasized they prefer to include bid items for contingencies to avoid excessive back-end change orders.
Board members asked whether IDOT needed to be involved; staff said IDOT approval was not required for the contract award but the village did attend a detour committee meeting because Route 52 and North Street will be used in the detour plan. The board discussed coordination with the railroad: the railroad will perform work within its right of way and PT Farrell must complete permit paperwork for work near the tracks including flagging and insurance deposits.
Staff said construction scheduling is weather-dependent and that the contract includes completion schedule language; work is expected to take months rather than weeks. The resolution awarding the bid passed on a roll-call vote.
