Meadow Park sport‑court refresh and pickleball striping to be placed on July 15 consent; one‑month closure expected

City staff asked the Committee of the Whole on Tuesday to forward a $364,458 construction contract with Always Active Services LLC of Snohomish to the July 15 consent agenda to replace the Meadow Park sport court surface, adjacent sidewalk, fencing and some support equipment. Staff said the project will also add dedicated striping for pickleball and refreshed basketball striping.
Steve Gibbs, Capital Construction, described the work as a fairly simple court replacement: remove the existing surfacing and replace support features and striping. He told the committee staff had restricted work days to limit disruption and estimated active construction would begin in about six weeks and last roughly one month.
Council members asked about a wide spread in bid amounts; Council President Kritzert and Council Member Forsyth noted a low bid of about $364,458 and a high bid that approached $1.4 million. Gibbs said one bidder had likely misinterpreted unit pricing in the bid documents, multiplying units by unit price and producing an inflated total.
Committee members raised no objections to placing the item on the July 15 consent agenda; staff said they will proceed to contract execution and schedule construction so the work occurs during summer months when striping and paving are most feasible.
Staff emphasized they will return to council on July 15 as part of the consent agenda.
