Ithaca City’s civil service commissioners approved two new job specifications and several reclassifications, established a promotional eligible list for deputy police chief and accepted a staffing classification request from the controller’s office during a regular meeting.
The actions affect positions in the city attorney’s office, the controller’s office and other administrative units and will require follow-up approvals by Common Council where changes to funding or permanent status are required.
Commissioners adopted new job specifications for a legal administrative coordinator and a payroll administrator and approved reclassifying the incumbent executive assistant to the city attorney to the legal administrative coordinator title. The commission recorded that final implementation of that reclassification depends on Common Council approval to move funding from the executive assistant line to the new classification.
The commission also approved reclassifying the incumbent payroll coordinator to payroll administrator and reclassifying a vacant senior account clerk typist position to an administrative assistant at ICSD (recorded in the minutes as ICST/ICSD). The meeting record shows the payroll-related reclassification will place the position at a higher grade and the worker would receive the corresponding increase if Common Council funding follows.
On promotional testing, the commission established an eligible list for deputy police chief after only one candidate took the promotional exam. The transcript indicates the candidate’s final recorded score is 85 after seniority credits were applied; staff noted a computer-calculation issue in the published score bands and said they will have the score entry corrected.
As an additional item, the acting controller requested classification of an accountant position in the controller’s office to cover upcoming departures and staffing gaps. The commission classified the position for future recruitment and noted the role will require any standard steps such as competitive testing and subsequent Common Council action for permanent funding or structural changes.
Procedural motions to adopt the job specifications, approve the reclassifications, establish the eligible list and accept personnel transactions were made on the record and approved by voice vote during the meeting. Several administrative clarifications were promised on the record, including corrections to the meeting minutes and to the deputy police chief score entry in the personnel records.
The commission noted that classification actions are its formal role; funding and any pay changes must be approved by Common Council before final implementation. The body scheduled its next regular meeting for the first Wednesday in September, per the minutes.
