Board approves employee addendum payments amid member calls for clearer policy on temporary administrative duties
Summary
The board approved Exhibit A (employee recommendations covering addendum/temporary-duty pay) after debate. Members raised concerns about consistency, policy 222.1 Rule 2 implementation, and the need for a long-term plan to reduce recurring temporary assignments and clarify the 5–15% compensation range.

The Board of Education approved employee recommendations (Exhibit A) that included payments and temporary assignments for staff who absorbed additional duties during the school year. The approval passed 5–1 amid extended discussion about policy, equity and long-term staffing strategy.
The presentation by Executive Director of Human Resources Missus Almendarez outlined the district’s addendum matrix — the district schedule of additional pay for coaches, extracurriculars and building-level duties — and summarized athletics and substitute costs. “There is a matrix link within embedded in the presentation itself that takes us to our current, most recent board approved compensation,” Almendarez said.
Board members pressed administration on process, timing and compliance with board policy. Board member Juan Romero cited board policy“2 22.1 rule 2 temporary administration assignments,” saying the policy requires that vacancies in administration be posted within 12 months and that additional compensation for temporarily performing a vacant position must be board-approved; Romero argued the policy’s sequence had not been followed consistently and said repeated temporary assignments were becoming de facto permanent workstreams.
Other board members acknowledged the tension between compensating staff who took on extra duties and the need for a structured approach. Board member Megan Miller said employees who performed assigned, compensated work should be paid, while also urging a board-level conversation to align policy and practice. Board members asked HR for follow-up: breakdowns of athletic costs per participant, substitute usage by category, and a clearer plan for future reallocation or reclassification of duties to reduce recurring temporary assignments.
Action: The board approved Exhibit A (employee recommendations and addendum payments) on a 5–1 vote. Board members asked staff to return with recommended policy revisions, clearer timelines for posting vacancies, and proposals to standardize how additional responsibilities are compensated going forward.
