Planning commission forwards ‘The Preserve’ final plat for 24 twin-home units to city council

River Falls planning commissioners on July 1 voted to forward to the City Council a resolution recommending approval of the final plat for The Preserve, a 24-unit twin-home subdivision on Powell Avenue between Oak Ridge Drive and East Wood Ridge Drive.
City senior planner Harley Milhorn told commissioners the 7.28-acre property, annexed into the city in May, would be subdivided into 12 twin-home buildings with 24 units and that "staff recommends the commission forward the resolution approving the Preserve final plat with a favorable recommendation." He said municipal code-required criteria had been reviewed and staff found "no concerns." The park board earlier recommended collecting a fee in lieu of land for park dedication.
The development would place most units on a new road branching off Powell Avenue; Harley Milhorn and consulting engineer Matt Heade of ACA Engineering said four units would be served from Wood Ridge Drive. Heade estimated the new road would be roughly 300 feet from the two nearby intersections, and Milhorn said stormwater would be contained in two outlots to be dedicated to the city. City engineer Todd Decleski evaluated turning and speed-limit considerations and found them acceptable, according to Milhorn.
Commission discussion was brief. A commissioner asked whether an enhanced crossing to Collins Park would be part of the project; Milhorn said the crossing is planned to align approximately across Powell at the indicated location and "the specific design is yet to be decided, but likely, it will have some sort of illumination element to flash when it's being occupied by a pedestrian crossing the road," plus striping and signage.
A motion to forward the resolution to the City Council was made and seconded; commissioners voted in favor. The motion record in the meeting packet shows staff recommendation to forward and no substantive conditions attached to the commission's favorable recommendation.
The commission’s vote is a recommendation only; final approval of the final plat is subject to City Council action.
