APC adopts interlocal agreement clarifying personnel-policy compliance with state law

The Clinton County Area Plan Commission unanimously adopted an interlocal agreement June 17 that clarifies language in the commission’s personnel-policy handbook to ensure compliance with state law.
Staff and commission members said county counsel, county administration and APC leadership worked together to craft the agreement to remove conflicts between locally adopted personnel language and Indiana law. Staff member Liz Stitzel reviewed the agreement and said each commissioner present would sign on individual lines; after APC adoption the interlocal agreement will be presented to the County Council on July 8 for final approval.
Commissioner discussion was brief and favorable. A motion to adopt the interlocal agreement passed on voice vote; staff said the commission will provide executed copies to records for all three boards and the auditor, as required by the county auditor’s office. The staff advised that the signed agreement shows the parties have resolved language conflicts and will allow the auditor to proceed without further conflict-related delay.
