Lawrence County approves $405,000 state grant agreement for New Castle Public Library HVAC replacement

At its July 1 meeting the Lawrence County Board of Commissioners approved a grant agreement with the Pennsylvania Department of Education to fund a $405,000 project to replace the failing HVAC system at the New Castle Public Library.
Isabel Daniels, representing the New Castle Public Library, told commissioners the county applied for the state grant last year and was notified in the spring that it had been awarded. "We were notified in the springtime that we did, in fact, receive that grant," Daniels said. She confirmed the project is specifically for the New Castle Public Library and that the stated grant amount is $405,000.
Commissioners noted the draft agreement included the name of a long‑retired county employee, Lou Quilera, and directed that his name be removed from the document before signing. The presiding commissioner said the agreement should list a current county official if a signature block is required and suggested staff coordinate with the planning director or office administration to correct the form.
The board approved resolution 150 by unanimous roll-call vote to accept and sign the grant agreement. Commissioners said they expect the library to move forward with contracting and project initiation once the county and state finalize the paperwork.
