The Titusville Planning and Zoning Commission on July 2 approved three separate motions to recommend annexation, a small-scale future land-use map amendment and rezoning for a 4.52-acre parcel at 5320 South Washington Avenue. The parcel, currently in unincorporated Brevard County, was presented to the commission for a proposed use as overflow parking for the adjacent automotive sales business.
Senior Planner Christy Anderson told the commission the applicant, Camco Automotive Inc., requested voluntary annexation and a change from Brevard County’s community commercial future land use and BU-1 (general retail commercial) zoning to Titusville’s Commercial High Intensity future land use and Community Commercial zoning. “The applicant has submitted a binding concept plan limiting future development to an overflow parking lot for the display of vehicles,” Anderson said, but staff recommended approval of the rezoning without the binding concept plan to avoid permanently limiting higher-intensity future uses.
Anderson said city utilities are adjacent and available, and a preliminary concurrency assessment found adequate capacity to serve the property. The property was described in the staff report as an enclave contiguous with the city’s jurisdictional boundary, situated between the Florida East Coast Railway and South Washington Avenue, and having Brevard County parcel ID 22-35-26-00-511.
Applicant Michael Letuniak of Engineer Permits Inc. (representing Camco) told the commission the business intends only to use the site for “clean parking” and has no intention to build structures; he said the company understood it would need to return to the commission if plans changed. Commission members asked whether the proposed parking use would be allowed without annexation; staff confirmed the use would be allowable under the current county zoning but the annexation would bring the parcel under Titusville land-use controls.
The commission made and passed three motions on the agenda: (1) annexation of the 4.52-acre parcel, (2) approval of the small-scale future land-use map amendment to Titusville’s Commercial High Intensity category, and (3) rezoning to the City of Titusville Community Commercial zoning district without the binding concept plan. Roll-call votes were unanimous on all three motions. The motions as recorded in the meeting were forwarded to City Council for final action; the packet shows the council hearing date stated in the transcript as “February 22.”
The staff report notes the binding concept plan would limit the site to parking only and that staff analyzed full build-out potential in its recommendation. The applicant also reported receiving a fraudulent invoice email that mimicked the City of Titusville and requested a wire transfer; city staff confirmed the message was forwarded to the city IT department for investigation.
