The Vigo Area Planning Commission on motion recommended rezoning two parcels at 1790 East Howard Avenue from R-1 single-family residential to A-1 agricultural and rural residential to allow a single-family home with a horse-boarding facility, staff said.
Planning staff reported that the property was previously used as a horse-boarding facility but lost its legal nonconforming status. The petitioner purchased the property in 2024 and also purchased 26.98 acres of adjoining agricultural ground to the south that will be fenced for the horses. "Barnard animals will be permitted and are anticipated as well as any other use as identified under Indiana code 36741661," staff said during the report.
Staff offered a favorable recommendation and noted that notices were sent to adjacent property owners within one-half mile as required by the UZO. Staff also reported that the area has sanitary sewer and that the petitioner did not draw remonstration against the petition.
The commission voted to recommend the rezoning; the meeting record shows the motion passed but does not include a roll-call tally in the transcript. The rezoning recommendation will proceed through the normal permitting and, if approved by the council or county body with jurisdiction, would permit resumption of equine boarding on the site.
