Titusville planning commission backs rezoning to allow Brooks Landing dog park

The Titusville Planning and Zoning Commission voted unanimously July 2 to recommend approval of Rezoning No. 2-2025 to permit a fenced dog park in the Brooks Landing subdivision. The commission’s action moves the proposal to the City Council hearing scheduled in the agenda packet for July 22.
Staff said the dog park would be located in Buffer Landscape Tract I of the Brooks Landing master plan, about 1,500 feet east of U.S. Highway 1 and adjacent to an existing playground in Tract I. “A new dog park amenity is proposed within buffer landscape Tract I of the current master plan,” a staff member said, noting the park would sit roughly 24 feet from a neighboring single-family residence to the west.
The staff report cited prior land-use approvals for Brooks Landing, including a comprehensive plan amendment (Brooks Landing, 2018) and a Planned Development (PD) ordinance (PD Ordinance No. 24-2019), and described the dog park as an additional recreational amenity consistent with the residential future land use designation. Staff also flagged potential nuisance concerns and pointed to Titusville Code of Ordinances Section 5-4 (animals creating nuisances prohibited) and Section 5-7 (penalties) as the enforcement tools if neighbors report noise or odor problems.
Commission discussion was brief. Member Faison moved to approve the rezoning; Member Scully seconded. On a roll-call vote, Members Scully, Gillen, Secretary Grant and Faison voted yes and the motion passed.
If the City Council approves the rezoning on the scheduled date, the dog park would be added to the Brooks Landing PD master plan adjacent to the playground in Tract I. The staff report and packet included aerial and concept drawings showing the proposed fence location and its relationship to adjacent lots.
