Luciana Aoyama asked the Cobb County Planning Commission on July 1 for a temporary land-use permit to operate a small, appointment-only dog grooming business from her garage on Lexford Court. She said she would see no more than three dogs per day, five days a week, by appointment only, would have customers park in her driveway and planned to offer discounts for rescue dogs.
Staff recommended denial because of concerns about the number of customers and days of operation. Commissioners thanked the applicant for a detailed presentation and discussed prior home-business approvals (photography, candle-making, bridal, art sales) to ensure consistent treatment of home-based uses. A key factor in successful past approvals, staff said, has been appointment-only traffic, customers parking on site and no employees.
Aoyama told the board she would be the sole operator, that grooming would be carried out inside a garage space with separate air conditioning, and that neighbors had signed consent forms supporting the business. Commissioners voted to hold LEP 25 for one month so staff can review precedents and propose conditions; the motion passed 5-0.
